GPU Memory Usage Is High but GPU Utilization Is Low

The session is using a significant amount of GPU memory (12.2 GiB / 16 GiB), but the actual GPU utilization remains low at around 18%. It seems that a large amount of GPU memory is being occupied without much active processing. Despite having a P100 GPU, the processing speed is still quite slow.
