Add elm review for our elm code

Edit by @lydell: What’s left of this issue is adding more elm-review rules, such as elm-review-simplify. I cannot write instructions for this as I have never used elm-review before! First step is to workout the instructions and define our goals here. It would be great to ensure the highest quality of our elm code.
