[Feature]: Add Binance Public Spot Order Book & Ticker Tool (TypeScript)

### Description Create a TypeScript tool in `tools/binance_spot_ticker_ts/` that fetches real-time L2 order book depth (bids/asks), 24h price statistics, and recent trades for any trading pair (e.g. `BTCUSDT`, `ETHUSDT`) using Binance public REST API (no API key required). ### Acceptance Criteria - [ ] Directory `tools/binance_spot_ticker_ts/` with `index.ts`, `metadata.json`, `package.json`, `tsconfig.json`, and `README.md`. - [ ] Parameters: `symbol` (string, e.g. `BTCUSDT`), `limit` (number, default 10). - [ ] Returns current price, 24h high/low, bid/ask depth, and 24h volume. - [ ] Passes `python3 scripts/validate_tools.py`.
